Wisconsin Department of Justice Upgrading State’s AFIS
The Wisconsin Department of Justice has signed a new contract with MorphoTrak to upgrade the state’s Automated Fingerprint Identification System. This new upgrade is scheduled to be completed by September/October of 2010.
The State is currently operating an older version of a MetaMorpho AFIS. This version of AFIS operates with a Versant database management system which has become obsolete and difficult to maintain. The upgrade to MetaMorpho 4.x is the latest version of MorphoTrak’s (formerly Sagem Morpho) AFIS software which is a “full” Oracle supported database management system and utilizes the latest matching algorithms which are being used by the FBI’s NGI (Next Generation IAFIS). Implementation of this upgrade will bring the State closer to the most currently deployed AFIS available; leapfrogging two (2) interim versions (MetaMorpho v.3.2 and v.3.3).
The upgrade will include the following:
1. Upgrade from MetaMorpho 3.1.4 to MetaMorpho 4.x.
2. Replace the GSP with the FDR.
3. Replace the V3 Matcher technology with the MetaMatcher technology.
4. Add 2-Finger ID database for Fast-ID system to include possible future mobile 2-Finger Fast-ID functionality.
5. Implement greater “Lights Out” workflow functionality for ten print processing to improve quicker response time.
6. Replacement of all current hardware.
This upgrade will continue to see AFIS workstations located at the State’s Crime Laboratories (
Madison
,
Wausau
and
Milwaukee
),
Milwaukee
County
Sheriff’s Office, Green Bay Police Department, Racine Police Department (who share with surrounding law enforcement sites), Madison Police Department and Middleton Police Department (who also share with two other local police departments). The AFIS interface with Milwaukee Police Department’s AFIS will continue and there are also scheduled talks with the State of
Minnesota
to possibly interface with their state’s AFIS which includes the State’s of North and
South Dakota
.
